The purpose of the Phillips County revolving loan fund (PCRLF) is to stimulate private investment and create or retain permanent jobs for low and moderate income (LMI) citizens of Phillips County. Job expansion created by this fund will increase the general tax base of Phillips County through a creation emphasis on primary jobs (defined as a job that creates other jobs).
